L'intégrisme n'est pas uniquement islamiste, il est dans le refus d'écouter les autres et prendre en considération leurs points de vues. Il est dans toutes les actions que les hommes du sérail ont engagé pour mener à terme leur mission.L'Algérie à feu et à sang ne peut que favoriser l'injustice et les abus de toutes sortes. Les commanditaires de ce gâchis font de la rébellion sanglante qui secoue l'Algérie un jeu politique immonde où les vies humaines ne comptent plus.Depuis plus d'une année des jeunes Algériens en Kabylie ont dénoncé la dictature et la mal-vie, une rébellion qui a été réprimée dans le sang ; et depuis c'est toute l'Algérie qui veut régler ses comptes avec les détenteurs du pouvoir qui ont posé une fin de non recevoir aux doléances légitimes d'une population en détresse.Qu'un, mille, deux cent cinquante mille ou trois millions d'algériens soient massacrés n'est point important ; les généraux ne s'embarrassent pas de ces détails. Depuis des décennies, ils ont opposé les Algériens entre eux en créant des tensions fictives et en fabriquant des menaces diverses : communistes, islamistes, berbéristes … etc. Ils ont subsisté en insufflant la haine et la xénophobie : diviser pour mieux régner est un vieil adage qui est devenu leur charte.
Ce stratagème qui use islamistes et berbéristes ; bref le peuple algérien en général, n'a qu'un seul objectif : la création d'un climat d'insécurité, de peur et de tension permanente pour détourner les regards sur ce qui se passent ailleurs. Ailleurs, c'est SONATRACH et les puits de pétrole.
Exactement comme la France souhaitait le faire en 1958, le général De Gaulle proposait l'autodétermination au Nord de Algérie en échange du maintien sous contrôle du désert algérien par la France. Heureusement que la vigilance du FLN et de l'ALN avait fait échec à cette manœuvre ; le peuple algérien réclamait l'indépendance de l'ensemble du territoire national.Cela n'a été acquis que quatre ans plus tard, entre temps une certaine promotion Lacoste avait vu le jour, et les pseudo-déserteurs de l'armée française se retrouvent aujourd'hui à la tête du pays pour exécuter les desseins que la France coloniale n'avait pu réaliser.
L'intégralité de notre pays est aujourd'hui menacée par les affairistes de l'ombre qui ont chargé l'agent Nourdine Boukrouh de morceler et vendre l'Algérie. Le Boukrouh de toutes les traîtrises a accepté de bon cœur la mission de la honte que l'ex. premier ministre Ahmed Benbitour a honorablement refusé. Quand arrivera l'heure de répondre de ses actes, aucun des acteurs de cette calamité n'échappera à la justice ! Une promesse faite par le sang sacré des Chouhadas !

L'Irak d'avant- guerre

Le premier ministre australien John Howard a de nouveau osé s’aventurer là où peu de leaders osent avancer. Il s’est une nouvelle fois exprimé sur Barack Obama,sa candidature pleine d’espoir aux présidentielles US et son opposition à la guerre en Irak, affirmant que cela encourage les terroristes et menace de déstabiliser le moyen-orient.« Je pense que cela va justement encourager ceux qui cherchent à déstabiliser et à détruire complètement l’Irak, ainsi qu’à créer le chaos et pour les terroristes une victoire à laquelle s’accrocher et l’espoir d’une victoire pour Obama » a dit Howard sur Nine Network television.« Si je dirigeais Al-Qaeda en Irak, j’entourerais la date de mars 2008 au stylo rouge et je prierais autant de fois que possible pour une victoire, pas seulement pour Obama mais aussi pour les Démocrates. »Il est temps d’y aller John ! Pas la première fois que je regrette le fait que John Howard lui-même ne puisse postuler pour la présidence US.Pendant ce temps, la foule anti-guerre fait grand cas des critiques de certains officiels du Pentagone qui ont conduit leur propre analyse du renseignement avant la guerre pour trouver des liens entre Saddam et Al-qaida. Le New York Times : «En place sous Douglas J. Feith, à l’époque sous-secrétaire pour la politique de défense, le groupe développa, produisit puis dissémina auprès des preneurs de décisions des évaluations alternatives de renseignements sur la relation entre Al-Qaeda et l’Irak qui incluaient des conclusions en contradiction avec le consensus de la communauté du renseignement» a conclu le rapport(rapport de l’IG :inspecteur général du département de la défense) Le sénateur démocrate du Michigan, Carl Levin, depuis longtemps critique de M. Feith et d’autres officiels du Pentagone, en a cité des extraits. Le rapport et la polémique sur ses conclusions indiquent que d’amères divisions demeurent sur le traitement de l’intelligence de l’avant-guerre même après que beaucoup des questions importantes ont été laissée en suspens et que les principaux acteurs ont quitté le gouvernement.Bien sûr : ce sont devenus des articles anti-guerres (plutôt que de Feith), qu’il n’y avait aucune arme de destruction massive, que Saddam n’entretenait aucun lien avec le terrorisme, encore moins avec Al-qaida, et que les néoconservateurs tant redoutés ont monté ces histoires de toute pièce afin de poursuivre leur conspiration et nous mettre tous en danger.Les preuves ont toujours suggéré une autre réalité, que la CIA en particulier a négligée ou sur laquelle elle a échoué à mettre le doigt pour plus tard faire tout son possible pour empêcher quiconque de faire connaître ceci au monde. C’est la frustration devant une telle incompétence et une telle négligence systématiques ainsi que la crainte que les Etats-Unis et le monde occidental ne se fussent affaiblis par la guerre en Irak, qui menèrent Douglas Feith et ces officiels du Pentagone à mener leur propre examen des indices de renseignement disponibles.Andrew Mac Carthy écrit dans National Review Online : le rapport de l’IG conclut que l’unité du Pentagone (sous la direction de Douglas Feith) qui a trouvé du renseignement à propos de l’Irak et ses liens avec la Terreur n’a pas trompé le Congrés.Il avance même que ni Feith ni aucun autre officiel de la défense ne se sont occupés de fabriquer des faux. Pourtant l’inspecteur général Thomas F.Gimble souffle et peste et tempête que l’unité de Feith s’est toujours comportée de manière inappropriée. »Pourquoi ? Parce que cette unité a osé questionner ce que nous savons désormais être un assemblage de faits erronés : les évaluations de la communauté du renseignement à propos de l’Irak et en particulier l’opinion communément admise selon laquelle Saddam le laïc et ses Baathistes ne s’allieraient jamais aux fondamentalistes islamiques… Ainsi le problème le plus périlleux auquel nous faisons face est du renseignement peu analysé conduit à partir de suppositions défectueuses. Mais malgré tout, après ça, le rapport de l’IG et ceux qui s’en saisissent voudraient nous faire accepter l’idée que critiquer une telle faiblesse d’analyse du renseignement au lieu de tout gober de ce qu’il avance, c’est quelque part « inapproprié ».Bonne chance pour la prochaine attaque.En Angleterre, en tout cas, c’est maintenant un « fait établi » que Saddam n’avait aucun lien avec Al-qaida.Même si le rapport Butler et le rapport US de la commission d’enquête parlementaire sur les attentats du 9/11 ont déclaré qu’existaient de tels liens, même s’il n’y avait pas de preuves de « relations opérationnelles ».Même si en 1998, l’administration Clinton a publiquement accusé l’Irak d’approvisionner Al-Qaida en armes chimiques, en expertise et en matériel.Même si George Tenet le directeur de la CIA a dit devant la commission du Sénat sur le renseignement que des informations issues de multiples sources révélaient que : l’Irak a par le passé fourni à Al-qaida un entraînement à la fabrication de bombe et de documents। Elle a aussi entraîné aux poisons et aux gaz deux associés d’Al-qaida. L’un d’entre eux a qualifié la relation de réussite.Même si, ainsi que Stephen Hayes l’avance par des documents :En 1992 les services secrets irakiens (ISS) ont compilé une liste de leur membres actifs. Sur la page 14 du document noté top secret et daté du 28 mars 1992 figure le nom d’Osama Ben Laden qui est noté entretenir une bonne relation avec le bureau en Syrie. Ben Laden a demandé des mines navales et des camps d'entraînement en Irak. En détention, Hijazi a détaillé la réunion dans un entretien réalisé par des interrogateurs américains-En 1995, selon des documents internes des services irakiens d'abord rapportés par le New-York Times" le 25 juin 2004, "un ancien directeur d'opérations pour le Directorat 4 de l'Intelligence irakienne rencontré Ben Laden le 19 février ». Le document affirme que lorsqu’il quitta le Soudan en 1996 le Renseignement irakien chercha d’autres réseaux au moyen desquels il pourrait gérer la relation, à la lumière de son emplacement actuel. » Cette même année Saddam agréa la requête de Ben Laden de diffuser de la propagande anti saoudienne sur la télévision d’Etat irakienne.En 1997 Al-qaida envoya en Irak un émissaire au nom de guerre d’Abdullah al Iraqi pour un entraînement sur les armes de déstruction massives. Colin Powell cita cette preuve dans sa présentation à l’ONU le 5 février 2003. La commission sénatoriale sur le renseignement a conclu quela présentation de Powell sur l’Irak et le terrorisme était « raisonnable ».-En 1998 selon des documents déterrés des QG du Renseignement irakien en avril 2003, Al-qaida envoya un confident éprouvé de Ben Laden à Baghdad pour 16 jours de réunion débutant le 5 mars. Le Renseignement irakien paya pour son séjour la chambre 414 de l’hôtel Mansur al melia et exprima l’espoir que l’envoyé servirait de liaison entre les services secrets irakiens et Ben Laden. Le DIA considère ces documents comme authentiques. En 1999 une analyse du Centre de Contre-Terrorisme (CTC) de la CIA fait état le 13 avril de quatre rapports de renseignements qui indiquent que Saddam Hussein a proposé une offre d’hébergement durable en Irak. Le rapport du CTC est inclus dans l’examen de la commission sénatoriale sur le Renseignement de l’avant-guerre.En 2000, l’Arabie Saoudite déclencha une alerte générale dans tout le royaume après avoir appris que l’Irak avait accepté d’aider Al-qaida à attaquer les intérêts US et britanniques sur la péninsule। En 2001 des images satellites montrent de gros effectifs de terroristes d’Al-qaida déplacés après la guerre en Afghanistan se reloger dans des camps dans le nord de l’Irak, financés pour une part par le régime de Saddam. En octobre 2002 un rapport de la NSA révèle que l’Irak a accepté de fournir un accueil sûr, du financement et des armes aux membres d’Al-qaida se relogeant au nord de l’Irak. Le 14 février 2003, le gouvernement philippin expulsa Hisham Hussein, le secrétaire en second de l’ambassade irakienne à Manille pour son implication dans des activités terroristes liées à Al-qaida. Andrea Domingo, directeur de l’immigration dans le gouvernement philippin, exprima qu’ « étudiant les mouvements et activités » des acteurs du renseignement irakien, y compris des radicaux islamistes, avait révéléun « réseau établi » de terroristes dirigés par Hussein.Même si les Américains ont dit qu’un terroriste d’Al-qaida avait voyagé vers le Pakistan en 1998 avec un membre des services secrets irakiens avec pour projet de faire exploser les ambassades américaine et britannique avec des obus de mortier chimiques.Même si en 1999 une info des news d’ABC rapportait qu’ Osama Ben Laden tentait d’obtenir des armes nucléaires pour Al-qaida et se tourna vers Saddam Hussein, une des seules sources en position de l’aider, suivant l’adage « l’ennemi de mon ennemi est mon ami » ;que la relation avait débuté au Soudan ; que les officiels soudanais agissant pour Ben Laden demandèrent l’asile aux représentants de Saddam et qu’on leur répondit que Ben Laden serait le bienvenue à Baghdad.Même si tiré du Weekly Standard : Nous savons par ces documents de l’ISS(services secrets irakiens) qu’à partir de 1992 le régime irakien considéra Ben Laden comme un outil du renseignement irakien. De même savons que le régime fournissait un refuge et un support financier à un Irakien qui a admis avoir mélangé les éléments chimiques pour l’attaque du World Trade Center en 1993. De même savons par ces documents de l’ISS que Saddam a accueilli favorablement la demande de Ben Laden de diffuser de la propagande anti saoudienne à la télévision d’Etat. De même savons qu’un homme de confiance de Ben Laden a passé plus de deux semaines dans un hôtel chic de Bagdad en tant qu’invité du renseignement irakien.Il nous a été dit par Hudayfa Azzam, le fils d’ Abdullah Azzam, le mentor de longue date de Ben Laden, qu’avant la guerre Saddam accueillait « à bras ouverts » les jeunes membres d’Al-qaida qui « entraient en Irak en large nombre, installant une organisation pour la confrontation à l’occupation » et que le régime contrôlait leurs activités « strictement et directement ».Nous avons appris par le roi Abdallah de Jordanie que son gouvernement savait qu’Al Zarqawi se trouvait en Irak avant la guerre et avait demandé que le régime irakien l’एक्स्पुलसे Le Time magazine nous a appris que des documents confidentiels du groupe de Zarqawi récupérés dans des raids récents indiquent que d’autres djihadistes l’avaient rejoint à Bagdad avant la chute du régime de Saddam. Peu importe : Feith et ses collègues sont accusés d’avoir déformé des données du renseignement afin de justifier l’invasion de l’Irak.Parce que pour la foule anti-guerre, de telles preuves n’existent pas. Ils ne les voient pas tout simplement. Ils refusent de les reconnaître. S’il en allait ainsi cela détruirait l’édifice d’illusions et de délires qu’ils ont construit ces trois dernières années pour justifier rétrospectivement leur opposition au renversement de Saddam en réécrivant l’histoire. Israel in 2006 had a war with Hezbollah, a Shiite group in Lebanon, supported by Iran and Syria. Iran threatens to destroy the Jewish State, and wants to build a nuclear arsenal. On top of all these openly national conflicts, we have the threat of Islamic terrorism, which affects Muslim countries as well Western countries. Where is this conflict headed? For those who study Bible prophecy, the conflict in the Middle East is no mystery, the final battle according to the Bible, Armageddon, is located in Israel. The miracle of the nation of Israel cannot be under estimated, if one tries to understand these conflicts around the world, and their conclusion. Ezekiel, 2600-years ago, along with the other prophets of the Bible, foretold of a national rebirth of Israel, gathered from the nations (Ezekiel 36-37). Ezekiel followed this by describing a confederation of nations who would attack a reborn, nation assembled out of the nations in Ezekiel 38 and 39. This event is known in the Bible as the battle of Gog and Magog. The battle of Gog and Magog is an event, which plays a prominent role in Islamic, Jewish and Christian eschatology. Although the scenarios have different results, all three faiths see Gog and Magog as a major event. Now just what are Gog and Magog is the subject of this paper.What is the battle of Gog and Magog?In short, the battle Gog and Magog is war in the latter days (Last days) when a confederacy of nations attack Israel, which has been restored in the last days. These nations, which attack Israel in Ezekiel chapters 38 and 39, include nations, which are Muslim and have a clear animosity to Israel. Along with these Muslims nations, a northern kingdom, called Gog and Magog, which many identify, as the land Russia, will ally itself with Muslim nations, to oppose Israel in the last days. This conflict establishes Israel and restores them to the land in preparation of their redemption. The conflict also reminds the world, why Israel went into captivity for the last two-thousand years.(Ezekiel 39:28). The timing of this event, and what follows is an issue of debate by those who study Bible prophecy. The battle of Gog and Magog is a seminal event in scripture. It is the transition to the time, known as the Day of the Lord, the Time of Jacob’s Trouble, the Tribulation Period. The situation in the world today, is the result of thousands of years of history, which will culminate in the land of Israel in the last days. Islamic nations took possession of the land from the Byzantine Empire, after they were defeated in Palestine (Israel) in A.D. 637. Remember, Rome in A.D. 70. destroyed Jerusalem and the Temple. They destroyed Jerusalem a 2nd time under the Emperor Hadrian A.D. 135. For clarity sake, let’s see how these stages in Israel’s history are connected to today’s events. Moriah for a Temple at God’s instruction, Solomon built the Temple and the Lord sanctified the Temple on Mt. Moriah promising the Temple’s destruction if Israel turned away from the Lord.· God promised Israel would eventually be established in the land in righteousness and obedience despite their being cast from the land. 2Israel expelled from the landBabylonian CaptivityIsrael became two nations after Solomon, a southern kingdom (Judah) and a Northern kingdom (Israel) In 586 B.C. Judah, the southern kingdom was expelled from the land and the Temple destroyed, following Israel the Northern kingdom, which was expelled in 722 B.C.. Cyrus allowed the Jews to return and the Temple to be rebuilt in 539 B.C. Roman CaptivityIn A.D. 70, after the Messiah was killed in 33 A.D., the Temple was destroyed again and the people expelled from the land. The earlier expulsion from the land lasted 70-years, the Roman expulsion ended with the nation of Israel, established in May 1948. The first time Israel was an independent nation in over 2000-years. Among these nations, were those who could trace a descent from Abraham, and Isaac, but not from Jacob. The people, who occupied the land, also became Muslim through the conquest of Islam. These same nations also came to believe they were entitled to the land of Abraham, Isaac and Jacob, through the descent of Abraham. 4Israel restored to the landAfter BabylonFollowing the defeat of Babylon by Cyrus the Great, the Jews were allowed to return to the land of Israel, and rebuild the Temple. Israel did not become a nation for another four hundred years, (539- 163 B.C.). The short-lived Maccabean kingdom came to end with the Romans after they sought help from Rome. Rome entered Jerusalem, not to leave until after Jerusalem was destroyed. After RomeIsrael became a nation, only after the Muslim Ottoman Empire was defeated, they allied themselves with the Germans in World War I. From the Muslim perspective, Israel took land, which belonged to Islam, and therefore Muslim nations are required to retrieve these lands by force of arms if necessary. The Europeans and the United States divided the Ottoman empire into separate nations, eventually allowing a Jewish nation after World War II. 5God judges the nationsBabylonian JudgmentGod used Babylon to judge the nations, including Israel for their sins and transgressions, leading up to the eventual destruction of the nations. Today that has all changed, since the first of Israel’s creation, the Muslim nations have raged against it, threatening to send the Jews into the sea from the first day of their creation. The origin of this rage against the Jews and Israel as noted earlier, dates back to the time Mohammad fled from Mecca to Medina. In Medina, the Jews rejected his claim of prophet, and ridiculed him. His rage against them transferred to the Quran, which was later transferred to all Muslims through the Quran. Muslims today, compose over 20% of the Earth’s population, 1.3 billion people. Muslim nations surround Israel, and oppose their existence, even after loosing five major conflicts. Currently the great Islamic threat comes from Iran, which has openly called for the destruction of the Jewish state, while at the same time trying to develop nuclear capability. Islam will remain a threat to Israel, until either Islam or Israel attains a decisive victory over the other. Since Israel’s very existence remains in doubt from the world perspective, the conclusion to this Islam/Israel conflict needs to be understood from a prophetic viewpoint.God’s prophetic program: The Temple of the Dome of the RockThe third most holy place for a Islam, is located in the heart of Jerusalem, the Dome of the Rock, a building which, according to Islam commemorates Mohammad’s ascent into Heaven. There according to Islam, Mohammad received the confirmation of Islam by the biblical prophets and the Lord Himself. The Dome of the Rock also happens to be the Most Holy location of Judaism, where according to the Bible, God instructed Israel to build a Temple. Only on this spot alone can Israel establish a place of sacrifice to the God of Abraham, Isaac and Jacob. This creates quite a problem in the world today. We have two groups of people, both with claims to the same location. Yet according to Bible prophecy, a Third Temple will be constructed on this very location. Therefore, if a Third Temple is to be constructed, then at some point the Dome of the Rock or Noble Sanctuary must be removed. Since Islam in a unified voice, on numerous occasions has threatened world wide war, if the Dome of the Rock is harmed, its logical to conclude, Islam as a power and threat needs to be removed before the Temple is rebuilt. The prophetic war in the Bible, the war of Gog and Magog, though not stated explicitly, implies the war is caused by a conflict over the Temple and the Dome of the Rock. Timing of the battle of Gog and Magog The timing of the war, which will includes Islam as a part of a confederacy nations, is subject to debate, there is ample reason to believe the event takes place prior to the event known as Daniel’s Seventieth Week. This period, according to Daniel is a seven-year period, which requires the building of the Third Temple, at the start of the period. We know this because the Abomination of Desolation, takes place 3.5-years, or half way into the seven-year agreement. We also know from the prophecy itself, there will be seven-years, which follows the defeat of the armies of Gog and Magog, when Israel burns the weapons, and continually buries the dead. 9 "Then those who dwell in the cities of Israel will go out and set on fire and burn the weapons, both the shields and bucklers, the bows and arrows, the javelins and spears; and they will make fires with them for seven years. 15 "The search party will pass through the land; and when anyone sees a man's bone, he shall set up a marker by it, till the buriers have buried it in the Valley of Hamon Gog. Ezekiel 39:9,15Now, what follows the defeat of Gog and Magog, in the book of Ezekiel chapters 40 to 43, is the building of the Temple, when the Glory of the Lord, enters the area now known as the Temple Mount. From the context, of the events described here, it is clearly a future age, known as the Messianic age, or the Millennium, when the Kingdom of God is established on Earth. During this period, the Messiah, Jesus Christ reigns over the earth. The Temple described in Ezekiel 40 to 43, would actually be the 4th Temple, since the 3rd Temple (Yet to be built) is the subject of the Abomination of Desolation (Matthew 24:15, Daniel 9:27, 12:11). The 4th Temple is established, after all earthly conflicts are finished, which includes Armageddon. This 4th Temple follows the return of Messiah (Jesus Christ), who comes in glory and power to rule over the nations and Israel (Matthew 24:29-31, 25:31-40) as King of the world. The Four Temple Periods in the Bible1The First Temple Period (960 B.C. to 586 B.C)Built by Solomon, in 586 B.C. the Temple was destroyed by Babylon for Judah’s Sin. (Ezekiel 8-9)2The Second Temple Period (516 B.C. to A.D. 70)The Temple was rebuilt by the Jews who returned after the Persians defeated Babylon, completed in 516 B.C., the Temple was destroyed by the armies of Rome in A.D. 703The Third Temple (Tribulation Temple) (Future)The Temple will be built, after the Dome of the Rock is removed, following the war of Gog and Magog. Islam as threat to Israel’s existence will end. The future world leader to come (Daniel 9:27) the Antichrist, will make a seven-year agreement allowing Temple worship and sacrifice, this end with the Abomination of Desolation.4The Fourth Temple (The Millennium Temple) (Future)This is the Temple during the reign of King Messiah (Jesus Christ), the Glory of the Lord. This Temple follows the events of the Tribulation which end at ArmageddThe Jewish view of Gog and MagogRabbinical writers also see the events of Gog and Magog as taking place at the “End of day”, when the nations of the world come against Israel to destroy the Jewish people. Gog and Magog is a major part of Jewish eschatology (Last things), in the days of Messiah. Though the events differ among rabbinical commentators, most write that in the battle of Magog, Messiah son of Joseph[1] is killed by Armilus (the Antichrist) after he rebuilds the Temple. Israel then goes through a period of persecution, which ends with the coming of Messiah son of David, who destroys Armilus and begins the reign of Messiah. Quoting from the Midrash we read.And when the days of the Messiah arrive, Gog and Magog will come up against the Land of Israel, because they will hear Israel is without a king and sits in safety. Instantly they will take with them seventy-one nations and go up to Jerusalem...And the Holy One, blessed be He, will say to him: “You wicked one! You want to wage war against Me? By your life I will wage war against you!” Instantly the Holy One, blessed be He, will cause hailstones, which are hidden in the firmament, to descend upon him, and will bring upon him a great plague....And after him will arise another king, wicked and insolent, and he will wage war against Israel for three months, and his name is Armilus....And he will go up to Jerusalem and will slay Messiah ben Joseph...And thereafter will come Messiah ben David...and he will kill the wicked Armilus...and thereafter the Holy One, blessed be He, will gather all Israel who are dispersed here and there....[2]The Muslim view of Gog and MagogThe Muslim view of Gog and Magog differs from both the Christian and Jewish view, in the end the Muslims and not the Jews are victors against Gog and Magog. The origin in the Quran can be traced to the legends of Alexander the Great, which developed around him. In the Quran, Alexander the Great is referred to as O Dhul-Qarneyn, Alexander builds an Iron wall of metal separating Gog and Magog to the North. At the end of time, according to the Quran, Gog and Magog will be released, they will be an enemy of Islam. The problem is of course, Gog and Magog are attacking Israel in the Biblical account, written over almost 1000-years before Mohammad was even born. The Jewish community of Medina, where he would have learned about Gog and Magog, influenced Mohammad, except in his version, Islam defeats Gog and Magog,93. La planification secrète de la colonisation de l’Irak

La décision d’envahir l’Irak n’a pas été prise pour désarmer le pays après l’« échec » des inspecteurs de l’ONU, en mars 2003, mais cinq ans plus tôt. Déjà, sous la présidence Clinton, la famille Bush mettait en place une pseudo-opposition en exil et obtenait le soutien du Congrès. Dès son arrivée à la Maison-Blanche, George W. Bush donnait instruction au Pentagone de préparer la guerre. Des accords de coopération étaient conclus pour le transport des troupes et des exercices militaires étaient entrepris. Pendant ce temps, on croyait à l’ONU pouvoir dénouer la crise...Dans les années 90, alors que le président Clinton et les partisans d’un Empire économique avaient choisi une politique d’endiguement (« containment ») de l’Irak, la famille Bush et les partisans d’un Empire militaire préconisaient au contraire de renverser le régime de Saddam Hussein. Ils poursuivaient trois objectifs : Le contrôle de l’accès aux ressources pétrolières de manière à détenir un moyen de pression sur les consommateurs européens (doctrine Kissinger) ; Contraindre les Européens à renoncer à une politique étrangère indépendante en les impliquant dans un conflit qu’ils ne maîtrisent pas (doctrine Wolfowitz) ; Remodeler le Proche-Orient en démantelant l’Irak comme on le fit avec la Yougoslavie, en y transférant les Palestiniens et en en privatisant les biens publics (doctrine Perle).1998 : les ambitions du PNAC pour l’IrakLes partisans de l’offensive se rassemblèrent au sein du Projet pour un nouveau siècle américain (Project for a New American Century - PNAC), un think tank qui servit ultérieurement à élaborer le programme électoral de George W. Bush à l’attention des donateurs de sa campagne. Leur campagne débuta par une lettre ouverte au président Clinton, le 26 janvier 1998 [1]. Le PNAC s’y interroge sur la possible relance du programme irakien d’armes de destruction massive. Il décrit comme inefficaces les procédures d’inspection de l’ONU et préconise en conséquence de ne pas chercher à les réactiver, mais de prendre des initiatives militaires sans attendre une impossible unanimité du Conseil de sécurité des Nations unies. Le texte est signé par dix-huit personnalités, dont Elliott Abrams, Richard L. Armitage, John Bolton, Francis Fukuyama, Robert Kagan, Zalmay Khalilzad, William Kristol, Richard Perle, Donald Rumsfeld, Paul Wolfowitz et James Woolsey.Ces pressions convainquent d’autant moins Bill Clinton que, le 23 février, le secrétaire général de l’ONU, Kofi Annan, signe un accord avec l’Irak pour planifier de nouvelles inspections. Prenant acte de la bonne volonté irakienne, la Maison-Blanche ordonne un retrait partiel des forces états-uniennes dans la région.Le PNAC réagit vivement. Il adresse une lettre au président républicain de la Chambre des représentants, Newt Gingrich, et au président du groupe républicain au Sénat, Trent Lott, le 29 mai 1998 [2]. L’association qualifie la politique de Bill Clinton de « capitulation devant Saddam Hussein » qui porte « un coup incalculable au leadership et à la crédibilité américaines ». Elle propose de délégitimer le dictateur en l’inculpant pour crimes de guerre, d’œuvrer à son renversement en reconnaissant dès à présent un gouvernement provisoire irakien, et de se préparer à l’usage de la force dans la région.Ces excès de langage seraient sans lendemain si, le 5 août 1998, l’Irak ne cessait sa coopération avec les inspecteurs de l’ONU. Le président Clinton adresse alors une mise en demeure à Saddam Hussein. Le PNAC en profite pour intensifier son lobbying au Congrès. Lors d’une audition sénatoriale, l’opposant irakien en exil, Ahmed Chalabi, réussit à convaincre les parlementaires que Saddam Hussein peut être renversé par son opposition, sans que les GI’s aient à intervenir. Il déclare : « Donnez au Congrés national irakien (Iraqi National Congress - INC) une base protégée des tanks de Saddam, donnez-nous le soutien temporaire dont nous avons besoin pour nourrir, abriter et soigner la population libérée, et nous vous donnerons un Irak libre, un Irak sans armes de destruction massive, et un Irak de libre-marché. Que demander de mieux : l’INC fera tout cela gratuitement » [3]. Séduits, les parlementaires adoptent la loi sur la libération de l’Irak [4]. Afin de financer les services « gratuits » de l’INC, le Congrès débloque 2 millions de dollars pour les programmes de propagande via l’US Information Agency (USAID) et 97 millions de dollars pour la formation militaire et l’armement des rebelles.Considérant que la guerre civile est un remède pire que le mal et qu’elle déstabiliserait toute la région, Bill Clinton n’utilisa jamais ces crédits sinon pour offrir des cours de droit international à 90 membres de l’INC. Cependant, il accorda, sur une autre ligne budgétaire, 12 millions de dollars d’aide humanitaire qui transitèrent par l’INC vers les populations irakiennes [5].Bien qu’ayant trouvé une majorité de circonstance au Congrès, la loi sur la libération de l’Irak fut durement critiquée par l’élite politique. Dans un article retentissant, les analystes de Foreign Affairs, la revue du très consensuel Conseil pour les relations étrangères (Council on Foreign Relations), qualifient les suggestions du PNAC de « partisanes » et le projet de renversement intérieur de Saddam Hussein de « fantasme » [6]. Les auteurs notent que l’aventure imaginée par le PNAC rappelle étrangement le projet d’armement de l’opposition cubaine pour renverser Fidel Castro qui se termina par le fiasco de la Baie des cochons.Cette comparaison est lourde de sous-entendus. En effet, le lobbying public est doublé d’un volet secret. L’ancien directeur de la CIA, James Woolsey, est devenu le tireur de ficelles du Congrès national irakien. Il influe sur la composition des instances de l’INC, conseille ses dirigeants, trouve des « sponsors » pour les financer. Tandis que l’ancien patron des forces spéciales, le général à la retraite Wayne Downing, organise des « stages » pour les futurs combattants. Ces opérations mobilisent de nombreux agents britanniques du « stay-behind », le service secret de l’OTAN, au grand dam de la CIA pour qui ces opposants sont des aventuriers de salon et Ahmed Chalabi, un vulgaire escroc que Woolsey manipule depuis une décennie.Début 2001 : Une priorité dans le mandat de George W. BushLe 10 janvier 2001, soit une dizaine de jours avant sa prise de fonction à la Maison-Blanche, le nouveau président George W. Bush est reçu avec son équipe au Pentagone pour être informé des principaux dossiers par l’équipe sortante [7]. La réunion se tient à huis clos, dans une salle sécurisée, et dure une heure un quart. Délaissant les autres dossiers, George W. Bush concentre ses questions sur l’Irak, laissant clairement entendre que le renversement du régime à Bagdad serait une priorité de son mandat.Les jours suivants, George W. Bush autorise officiellement l’INC à utiliser les zones « d’exclusion aérienne » comme bases arrières pour mener des actions commandos dans le reste du pays contre le régime [8]. Cette décision est présentée comme un « renversement complet de la politique américaine ». En effet, si les Anglo-Saxons ont démilitarisé le tiers Nord et le tiers Sud de l’Irak pour empêcher Saddam Hussein de réprimer sa propre population, ce n’était pas, en principe, pour y loger une armée prête à attaquer Bagdad. Surtout, cette décision manifeste la volonté de Washington de livrer une guerre en envoyant d’autres troupes que les siennes au combat. L’agence de presse UPI révèle que les « petits gars » du général Wayne Downing [9] vont enfin pouvoir suivre un entraînement aux frais du contribuable états-unien, à College Station (Texas) [10].Dès lors, le dispositif est rapidement mis en place. D’un côté, affaiblir Bagdad au maximum, économiquement et médiatiquement : W. Bush ordonne à Richard Hass, directeur de la planification au département d’État, d’étudier comment renforcer l’embargo [11]. Tandis que des informations peu crédibles parvenaient à une presse crédule. Ainsi, à Londres, le Sunday Telegraph croyait pouvoir affirmer, sur la foi des dires d’un opposant, que Saddam Hussein détenait déjà deux bombes atomiques [12]. La Maison-Blanche elle-même lance des accusations, sans les étayer, selon lesquelles la Chine et la Yougoslavie faciliteraient les programmes d’armement irakiens. D’un autre côté, rendre Bagdad vulnérable militairement : George W. Bush ordonne la reprise des bombardements, après deux ans de paix [13]. Les forces anglo-américaines détruisent des sites de radars aux alentours immédiats de Bagdad de manière à faciliter les incursions de forces spéciales. La France et l’Égypte condamnent immédiatement cette initiative. Tandis que l’Arabie saoudite et le Koweït, que la presse accuse d’avoir fourni une aide logistique, démentent toute participation aux raids aériens.Le 1er février, le Conseil national de sécurité examine le plan politico-militaire pour l’Irak d’après Saddam Hussein [14].L’attaque contre l’Irak ne répondant pas à des considérations locales, mais à une stratégie globale, sa planification n’a pas attendu que l’on imagine de prétexte particulier. Dès son arrivée à la Maison-Blanche, George W. Bush a donné des instructions pour implanter des bases militaires US permettant l’encerclement de l’Irak et de l’Iran, tandis que l’état-major interarmes a organisé des simulations d’attaques de ces États.Le vice-président Dick Cheney lui-même négocie au début 2001 l’implantation de bases militaires US au Kirghizstan, au Kazakhstan et en Ouzbékistan dans le cadre du développement des accords Central Asia Battalion (CENTRASBAT) de la Communauté économique d’Asie centrale [15]. Ceux-ci avaient initialement été conclus pour former des troupes spéciales locales aux États-Unis afin de réprimer les oppositions islamiques. L’existence de ces bases sera révélée après les attentats de septembre 2001 et sera présentée comme un appui pour l’attaque de l’Afghanistan. C’est à l’évidence faux puisque leur construction a commencé avant les attentats et qu’elle n’était pas suffisamment avancée pour tout usage opérationnel pendant la campagne d’Afghanistan.Fin 2001 : le terrorisme est là, il faut y allerL’ordre de préparation de l’attaque contre l’Irak a été signé par le président George W. Bush, le 17 septembre 2001, soit six jours après les attentats de New York et Washington. Il a pris la simple forme d’une note de bas de page dans la directive présidentielle relative à l’attaque contre l’Afghanistan et à la guerre au terrorisme [16]. À ce moment-là, George W. Bush n’avait encore jamais évoqué, en sa qualité de président des États-Unis, l’éventualité d’un tel conflit, ni présenté aux citoyens états-uniens la moindre justification d’une telle action.Le général Kenneth L. Privratsky, commandant le centre de gestion des transports militaires (Military Traffic Management Command - MTMC), a été chargé d’actualiser le volet logistique du plan d’opération 1003 (OPLAN-1003-98) et d’y inclure l’équipement des bases US en construction au Kirghizstan, au Kazakhstan et en Ouzbékistan, et le transport des troupes. Il a été calculé, qu’au plus fort de la guerre, l’approvisionnement des forces états-uniennes dans la région représenterait près de 60 000 tonnes de matériel par jour. Ces besoins étant impossible à satisfaire en temps réel (il faudrait disposer de 5 000 avions de transport Hercules C-130, alors que les États-Unis n’ont qu’une trentaine d’escadrons de transport), le général Privratsky a reçu l’ordre de commencer à installer la logistique [17]. Sans requérir l’autorisation de ses alliés, le Pentagone a acquis des matériels et mis en place des transports maritimes depuis des ports allemands, néerlandais et russes (dans l’Artique, la Mer Noire et à Vladivostock). Des ponts aériens ont été installés en utilisant les bases US du Bahrein, des Émirats arabes unis, d’Oman, d’Arabie saoudite et de Turquie. Seuls les Britanniques ont été consultés pour l’usage de la base US qu’ils abritent dans l’île de San Diego. Les transports terrestres étant difficiles à travers la Russie, le MTMC a été autorisé à financer la modernisation des chemins de fer du Sud de la Russie.2002 : répétition généraleLa préparation de l’attaque contre l’Irak a donné lieu aux plus importantes manœuvres militaires de l’Histoire : « Défi du Millénaire 2002 » (Millenium Challenge 2002) [18]. Ce jeu de guerre mêlait des manœuvres réelles et des simulations en salle d’état-major réalisées grâce aux outils technologiques utilisés à Hollywood pour le film Gladiator. Du 24 juillet au 15 août 2002, 13 500 hommes, dont la XVIIIe division aéroportée du général Ann Dunwoody, ont été mobilisés. Les îles de San Nicola et San Clemente, au large de la Californie, et le désert du Nevada avaient été évacués pour servir de théâtre d’opérations. Cette débauche de moyens nécessita un budget de 235 millions de dollars.De manière plus satisfaisante, l’efficacité du quartier général mobile du Commandement central (CENTCOM) a été testée lors des manœuvres « Regard intérieur » (Internal Look) qui se sont déroulées du 9 au 17 décembre 2002 dans plusieurs États du Golfe arabo-persique. Ce centre de commandement tactique (Tactical Operation Center - TOC) est constitué de containers transportables par avion. Il a été fabriqué par Raytheon à l’usine de Saint-Petersbourg en Floride. En fait, la livraison de ce matériel a été gravement retardée par des problèmes de conception électronique, les manœuvres ont été repoussées de deux mois, ainsi que la guerre par la même occasion. Les modules, qui abritent des salles bourrées d’informatique, ont été finalement assemblés sur la base d’Al Sayliyah, au Qatar, en trois semaines. Le système est connecté par satellite au Commandement central, situé sur la base de MacDill à Tampa, en Floride. Il permet non seulement de gérer l’ensemble des forces présentes sur le théâtre d’opérations, mais aussi de tenir des vidéoconférences sécurisées entre les différents quartiers généraux.2003 : neutralisation de l’ONU et de l’opinion mondialePendant que le dispositif militaire se déploie inexorablement, une mise en scène médiatique et diplomatique construit méticuleusement le casus belli : la propagande états-unienne discrédite l’action des inspecteurs en désarmement de l’ONU, puis invente une prétendue menace. Des responsables du Pentagone viennent expliquer à huis clos devant la majorité des sénateurs que Saddam Hussein dispose de drones capables de frapper la côte Est des États-Unis avec des armes biologiques ou chimiques. Le département de Sécurité de la patrie alerte la population et enjoint chaque famille à se préparer à la guerre en faisant des provisions et en s’équipant du matériel adéquat [19]. L’administration Sharon distribue des masques à gaz et un kit de survie à la population israélienne. Et Tony Blair affirme que l’arsenal irakien peut être opérationnel en 45 minutes. Pour neutraliser l’ONU, les États-Unis, le Royaume-Uni et l’Australie n’hésitent pas à recourir à toutes les formes d’actions déloyales. Ils placent notamment sur écoutes le secrétaire général de l’ONU, ses inspecteurs en désarmement, et diverses délégations diplomatiques au Conseil de sécurité [20]. Le secrétaire d’État, Colin L. Powell, se fend d’un long discours au Conseil de sécurité dans lequel il égrène avec aplomb des mensonges éhontés [21].En outre, comme si les crimes de Saddam Hussein ne suffisaient pas, la propagande transforme le despote de Bagdad en un nouvel Hitler [22]. On le rend seul responsable de la guerre contre l’Iran, qu’il livra pourtant pour le compte des États-Unis contre la révolution khomeyniste, et de la guerre contre le Koweït, que Washington l’encouragea à annexer. On lui attribue toutes sortes de crimes, y compris celui de génocide. On présente le drame d’Halabja, imputable à un déplacement des gaz de combat pendant une bataille militaire, en un massacre délibéré de civils kurdes [23].En définitive, le président George W. Bush annonce, le 19 mars 2003 que la guerre est commencée : « Les forces des États-Unis et de la Coalition se trouvent dans la première phase d’opérations militaires destinées à désarmer l’Irak, à libérer son peuple et à défendre le monde contre un grand danger » [24]. En réalité, il n’y a aucune arme de destruction massive à saisir en Irak, renverser un tyran pour coloniser un pays n’est pas une libération, et le monde n’encourait aucun danger.
